Default Start engine goes to High Rev????

Just finished a rebuild on a 951 carb model. Start the engine and it goes to wide open throttle. Throttle plates are closed but when you give it some choke it boggs down. Have a hard time starting so put some fuel on the piston.
    Question...
Noticed in the repair manual about flywheel/Stator hub timing. I know I just placed the hub on and ignored the directions. I know this would give you a hard start also possible a high rev problem??
    Any info will help
    Thanks

high rev sounds like an air leak.

Air leak on the intake side for sure. Make sure you also set your timing correctly.

It's not an air leak. I had the throttle cable to tight.
    Brain fart...
    Thanks for the reply.
